Spotlights at night?

Nighttime spotlights?
Hello! Can anyone identify these lights? They are incredibly bright and shine directly into my window at night. Even with the blinds closed, they illuminate the entire room and occasionally appear to be flashing! They seem to be coming from Albert Embankment, and I’m close to Vauxhall.

It’s really distracting when I’m trying to sleep, and I’m completely puzzled by what’s happening!
