Is Dcast Talent Management a Scam or Legit?

I’m seeking some advice about Dcast Talent Management agency. My instincts are telling me it’s a scam, especially since they’re charging around £500 for a portfolio upfront and renting an office on Bond Street, which raises a major red flag for me.
Has anyone had any experiences with them? I’d appreciate it if you could share whether this company is legitimate or not. Additionally, their website seems poorly designed, which doesn’t inspire confidence for a casting agency: https://www.dcastmanagement.com/.
